This is Gemmy 1999 Billy the Big Mouth Singing Bass.  He is motion activated and has an on/off switch in back.  There is a fold out stand in back so he can be propped as a table-top display or he can be hung on the wall.  This is an open box item but is in excellent condition -  There are a few flecks of paint missing on the underside of the fish's mouth and a little black mark near its head that is hard to see.  No other issues noted. Tested and works great. The motion activation works, the tail moves, the head moves, the fish's lips move and the audio is clear and has a good volume.  Box shows signs of age/scratches/wear-tear from age/storage. The fish has been boxed and protected from elements and paper guard was still in between tail and plaque. Takes 4 C batteries (not included) to operate.  Can also operate on AC adapter (optional/not included).  Has brass plaque on front that says Billy Bass but can be reversed and personalized.
